摘要
国家治理的重心在城市,城市治理的关键在基层。随着当代中国城市化进程的不断发展,城市不断扩张的规模与其治理能力之间的张力愈发凸显。提高城市基层治理能力、建构良性的城市基层治理秩序,是推动城市治理现代化、实现城市高质量发展的重要前提。在实践中,城市基层治理场景在治理对象复杂化、治理主体多元化以及治理工具复合化的综合推动下而愈发复杂与复合。国家通过网络化技术平台、末端化治理平台、党建化联动平台等复合化“功能平台”的构建,以满足城市居民对美好生活的向往为根本追求,在党建引领、政府主导下,将多元化的基层治理主体进行有机组合,进而形塑了以生活秩序、权利秩序以及权力秩序为内容的总体秩序,推动了城市基层治理秩序的复合化建构。
The focus of national governance lies in the city,and the key of urban governance lies in the grass-roots level.With the continuous development of urbanization in contemporary China,the tension between the expanding scale of cities and their governance capacity has become increasingly prominent.Improving the ability of urban grass-roots governance and constructing a benign urban grass-roots governance order are important prerequisites for promoting the modernization of urban governance and realizing the high-quality development of cities.Urban grass-roots governance scenes are becoming more and more complex and complex under the comprehensive promotion of complex governance objects,diversified governance subjects and complex governance tools.Through the construction of complex “functional platforms” such as network technology platform,terminal governance platform,and party building linkage platform,the country takes satisfying the yearning of urban residents for a better life as its fundamental pursuit,and under the leadership of urban grass-roots party organizations and governments,it organically combines diversified grass-roots governance subjects,thus shaping the overall order with life order,right order and power order as its content,and promoting the complex construction of urban grass-roots governance order.
