北京市南水北调水资源生态补偿标准研究 被引量:3

摘要 跨流域调水生态补偿标准不但要真实反映跨流域调水水资源的价值,而且要考虑受水区公众的经济可承受能力。以南水北调中线受水区北京市为例,对其生态补偿标准进行研究,选择水源供给、水资源调蓄、净初级生产力等作为生态系统服务价值评估指标,采用能值分析理论计算各指标的能值/货币价值,综合得到南水北调供水对北京市生态系统服务价值增量。采用条件价值评估法对北京市20~70周岁并且连续居住半年以上的人口进行调查,确定公众的支付意愿。结果表明:北京市生态系统服务价值增量为38.98亿元,公众的支付意愿为9.15亿元,支付意愿远低于生态系统服务价值增量,以此提出北京市南水北调水资源生态补偿标准,即以北京市生态系统服务价值增量为生态补偿标准的上限,以公众的支付意愿为生态补偿的下限,以期为构建多元化的生态补偿机制提供科学依据,促进经济社会持续健康发展。 The ecological compensation standard for water in inter-basin water transfer should not only truly reflect the value of water resources in inter-basin water transfer, but also consider the economic affordability of the public in the water-receiving area. Taking Beijing, the water-receiving area of the Middle Route of the South-to-North Water Diversion Project as an example, the paper studied its ecological compensation standard, selected water supply, water resources regulation and storage and net primary productivity as the evaluation indicators of ecosystem service value, energy analysis theory was used to calculate the energy/monetary value of each index, and the the incremental value of the service value of the ecosystem in Beijing from the water supply of the South-to-North Water Diversion Project was comprehensively obtained. Conditional value assessment method was used to investigate the population between 20 and 70 years old people in Beijing who had lived continuously for more than half a year to determine the public’s willingness to pay. The results show that the increment of ecosystem service value of Beijing is 3.898 billion Yuan, the public’s willingness to pay is 915 million Yuan, and the willingness to pay is much lower than the increment of ecosystem service value. Based on this, the water resources ecological compensation standard of Beijing South-to-North Water Transfer Project is proposed, the Beijing’s ecosystem service value increment is the upper limit of the ecological compensation standard, and the public’s willingness to pay is the lower limit of the ecological compensation standard. The diversified ecological compensation mechanism provides scientific basis and promotes the sustainable and healthy development of social economy.
