摘要
精准扶贫和乡村振兴需要有效衔接、统筹推进。文章基于2011-2018年五省408个县的面板数据,运用层次分析法和熵权法相结合的综合赋权法度量了各县的乡村振兴水平,实证检验了精准扶贫对乡村振兴水平的影响。研究发现,精准扶贫的实施有利于乡村振兴水平的提高,这一效应在贫困县样本中更加显著,且主要影响在经济领域。基于农村低保视角,进一步研究表明农村低保发挥了兜底作用,其对绝对贫困人口的瞄准程度越高,越能有效促进乡村振兴。政策含义表明,地方政府要扎实推进精准扶贫与乡村振兴的有效衔接,坚持与完善农村低保制度,提高农村低保保障度,为实现乡村振兴提供坚实的社会基础。
Targeted poverty alleviation and rural revitalization need to be effectively connected and implemented in a coordinated manner.This paper constructs the panel data of 408 counties in five provinces from 2011 to 2018,measures the rural revitalization level of each county by using the comprehensive weighting method combined with the analytic hierarchy process and entropy weight method,and empirically tests the impact of targeted poverty alleviation on the level of rural revitalization.The study finds that the implementation of targeted poverty alleviation is conducive to the improvement of the level of rural revitalization,and this effect is more significant in the sample of poor counties,and mainly reflected in the economic field.Further research shows that the rural subsistence allowances has played a role in basic guarantee,and the higher the degree of targeting the absolute poverty,the more effective its promotion on the rural revitalization.Therefore,local governments should steadily promote the effective connection between targeted poverty alleviation and rural revitalization,adhere to and improve the rural subsistence allowances system,improve the level of the rural subsistence allowances,and provide a solid social foundation for rural revitalization.
