煤制油项目工程造价研究

摘要 煤制油项目是典型的资金密集型项目,具有单体规模大、建设期长、单位投资强度高等特点。单位产品投资额高于传统石油炼化项目,是限制煤制油项目建设和推广的关键因素之一。当前我国对百万吨级规模煤制油项目的工程造价研究较少,系统分析和对比已建项目造价、提出优化和降低造价的建议和措施是煤制油产业高质量发展必须要做的工作。文章通过研究已投产的宁夏、内蒙古、山西三个百万级项目的工程造价,从费用类别和装置两个角度分析了造价组成,着重研究了影响煤制油项目投资的要素,指出了已建项目在工程造价和控制方面存在的问题。借鉴已建项目,新建项目可在选址、主要工艺技术方案、建设标准和设备材料选型、园区配套建设等方面开展工作,从而优化和降低工程造价。 Coal-to-liquids(CTL) project is a capital-intensive project,and has the characteristics of large single scale, long construction period and high unit investment intensity. The investment of per unit product is higher than that of traditional oil refining project, which is one of the key factors limiting the construction and promotion of CTL project. Currently, there are few studies on the project cost of coal to oil for millions of tons of scale in our country. Systematic analysis and comparison of the cost of the existing projects and the suggestions and measures to optimize and reduce the cost are the problems that must be faced in the high quality development of coal-to-liquid industry. By studying the project cost of three million level projects in Ningxia, Inner Mongolia and Shanxi which have been put into production, the cost composition is analyzed and counted from the perspective of cost categories and devices, the factors affecting the investment of CTL projects are emphatically studied, and the existing problems in the project cost and control of the existing projects are put forward in this paper. Based on the existing projects, the new project can carry out work in site selection, main process and technical scheme, construction standard, equipment and material selection, park supporting construction, etc., so as to optimize and reduce the project cost.
