摘要
统筹保护、利用、传承,系统完整保护好历史文化遗产是当前我国推动城乡建设高质量发展、建设社会主义文化强国的宏观要求。苏州从1982年成为首批国家历史文化名城以来,名城保护始终以规划引领,“老城和新城和谐共生”成效有目共睹。本文分析了在创新与存量发展并存下苏州历史城区保护发展面临的问题,坚持全面保护理念,从价值引领完善历史文化保护传承体系、以文化为主线促进功能品质提升、以人为核心改善人居环境、精细化动态协同建设保护管理体系4个方面解析了新版苏州名城保护规划对历史城区保护的新要求,探索了新时期苏州历史城区整体保护与文化传承的创新路径。
The systematic and integral conservation,utilization,and inheritance of cultural heritage are a macro requirement for China to promote high-quality development of urban and rural construction and build a strong socialist cultural country.Since Suzhou became one of the first national historic and cultural cities in 1982,the historic and cultural city conservation has always been led by planning and achieved the harmonious coexistence between the old town and the new area.This paper analyzes the challenges that Suzhou historic urban area faces under the background of innovation and stock development,and interprets the requirements for historic urban area protection proposed in the new version of Suzhou Historic and Cultural City Conservation Plan from four aspects:the idea of overall conservation,value-led improvement of the cultural conservation and inheritance system,culture-based function and quality improvement,“people-centered” living environment improvement,and establishment of a refined dynamic and collaborative management mechanism.It aims to find a new approach for integral conservation and cultural inheritance of Suzhou historic urban area in the new era.
