摘要
水利工程是我国PPP模式的重要应用领域之一,而鉴于中国水利工程PPP项目的建设周期较长、收益不平衡等特点,对其加强风险管理显得尤为重要。通过构建PPP模式下水利工程项目风险评价指标体系,并通过层次分析法与熵权法确定工程风险指标合理权重,在此基础上构建物元可拓模型对PPP模式下水利工程项目风险进行评价,确定项目风险等级,并提出相应风险管理策略,以提升社会资金的投入积极性。
Water conservancy project is one of the important application fields of PPP model in China.In view of the long construction period and unbalanced income of water conservancy project PPP project in China,it is particularly important to strengthen its risk management.The risk evaluation index system of water conservancy project under PPP mode is constructed,and the reasonable weight of project risk index is determined by analytic hierarchy process and entropy weight method.On this basis,the matter-element extension model is constructed to evaluate the risk of water conservancy project under PPP mode and determine the project risk grade,and corresponding risk management countermeasures are put forward,in order to enhance the enthusiasm of social capital investment.
