摘要
从农村居民视角诊断农村社区环境建设绩效水平,为提高农村社区环境建设绩效水平提供参考依据。构建了基于农村居民视角的农村社区环境建设绩效测度指标体系,采用因子分析法、IPA法与问卷调查法分析了江苏省农村社区环境建设绩效水平及其影响因素。研究结果表明:农村居民视角下农村社区环境建设绩效由生态环境满意度因子、景观环境满意度因子、居住环境满意度因子、自然环境满意度因子共同解释;江苏省农村社区环境建设绩效水平测度值达到3.3932,绩效总体上处于“良好”水平;影响江苏省农村社区环境建设绩效水平高低的主要因子包括社区卫生厕所、防灾减灾设施、灾害应急设施、化肥污染治理、农药污染治理、生活污水治理、生活垃圾治理、污水排放管网、社区水系景观、绿色宜居农房、社区道路景观等。为了有效提高江苏省农村社区环境建设绩效水平,应进一步完善农村社区环境建设投入机制,加强农村社区环境基础设施建设,推进农村生活污水治理,完善农村生活垃圾治理,加强景观环境治理,有效改善农业生态环境,引导农村居民有效参与农村社区环境建设等。
The aims of this study are to diagnosis the performance level of rural community environment construction based on rural residents'perspectives and provide a basis for improving the performance level of rural community environment construction.This study constructed the performance measurement index system of rural community environment construction based on the rural residents'perspectives,and analyzed the performance level and influencing factors of rural community environment construction in Jiangsu Province by using the factor analysis,IPA analysis method,and questionnaire survey.The results showed that the performance of rural community environment construction based on rural residents'perspectives was explained by the ecological environment satisfaction factor,landscape environment satisfaction factor,residential environment satisfaction factor and natural environment satisfaction factor.The measurement value of rural community environment construction performance in Jiangsu province achieves at 3.3932,which was in the level of good.The main factors impacting the performance level of rural community environment construction in Jiangsu Province included the community sanitary toilets,disaster prevention and reduction facilities,disaster emergency facilities,chemical fertilizer pollution control,pesticide pollution control,domestic sewage treatment,domestic waste treatment,sewage discharge pipe network,community water system landscape,green and livable agricultural houses,community road landscape,and so on.In order to effectively improve the performance level of rural community environmental construction in Jiangsu Province,we should further improve the diversified investment mechanism of community environmental construction,strengthen the construction of rural community environmental infrastructure,promote the treatment of rural domestic sewage,improve the treatment of rural domestic waste,strengthen the governance of landscape environment,effectively improve the agricultural ecological environment,guide rural residents to participate in rural community environmental construction,and so on.
