摘要
分析了四川省的电力结构以及2022年7月以来造成“水荒、煤荒、电荒”局面的主要成因,介绍了四川省政府采取的保供电措施以及四川省煤炭产业集团有限责任公司(以下简称“川煤集团”)这一期间实施的相关超常规举措;从煤炭在一段时期内仍为我国主体能源、打好煤炭和新能源优化的“组合拳”、国家层面应出台相关支持政策3个方面,阐述了此轮四川省用电危机对区域煤炭企业健康发展的启示。建议从国家战略层面支持四川省利用关闭退出矿井资源建设电煤调峰兜底产能,增强煤炭保供能力;同时为进一步发挥智能化升级改造矿井的产能优势,建议适度放宽西南地区高瓦斯、突出矿井的扩能条件。
This paper introduces the power structure of Sichuan Province,the main causes of the situation of"water shortage,coal shortage and power shortage"since July 2022,the measures taken by the Sichuan Provincial Government to ensure power supply,and the relevant unconventional method by Sichuan Coal Group;expounds the enlightenment of the power crisis on coal enterprises in Sichuan Province from three aspects:coal is still the main energy in China for a period of time,the"combination fist"of coal and new energy optimization should be played well,and the relevant supporting policies should be issued at the national level.It is suggested to support Sichuan from the national strategic level to use the closed and withdrawn mine resources to build power coal peak shaving production capacity and enhance the coal supply guarantee capacity;At the same time,in order to further give play to the productivity advantage of the intelligent upgrading and transformation of the mine,it is proposed to moderately relax the expansion conditions of the high gas and outburst mines in the southwest.
