摘要
事业部制是分级管理、独立核算、自负盈亏的一种管理形式,旨在解决业务规模扩大带来的内部管理复杂、效率不高和激励不足等问题。绩效管理是企业全员参与开展的绩效计划制定、监测分析、考核评价、结果应用等一系列管理活动,旨在实现组织目标,推动战略落地。文章对事业部制下的科研院所绩效管理常见问题进行了剖析,并就优化绩效管理模式、提升绩效管理效果提出了具体的措施。
The business division system is a management form of hierarchical management,independent accounting and self financing,which aims to solve the problems of complex internal management,low efficiency and insufficient incentives caused by the expansion of business scale.Performance management is a series of management activities,including performance plan formulation,monitoring and analysis,assessment and evaluation,and result application,which are carried out by all employees of the enterprise to achieve organizational goals and promote the implementation of strategies.This paper analyzes the common problems in the performance management of scientific research institutions under the business division system,and puts forward specific measures to optimize the performance management mode and improve the performance management effect.
