摘要
基于DPSIR模型,构建纳入河长制政策效力的区域水资源承载力评价指标体系,对2012—2019年长江经济带水资源承载力进行综合评价并分析其时空变化特征。结果表明:研究期内长江经济带水资源承载力呈持续上升趋势,以2016年为拐点,增速先慢后快;区域异质性特征为2012—2014年呈现“U”型格局,2015—2019年呈现“东强西弱”格局;区域内发展不平衡,优化速度呈现“中东快,西部慢”的态势,长江三角洲城市群与中游城市群水资源承载力水平高且增长迅速,与长江上游经济区的差距不断扩大。据此提出相关建议,以期为促进长江经济带协调可持续发展提供参考。
Based on DPSIR model,an evaluation index system of regional water resources carrying capacity was constructed to integrate the effectiveness of river chief system policy,and a comprehensive evaluation of water resources carrying capacity in the Yangtze River Economic Belt from 2012 to 2019 was conducted and its spatial-temporal characteristics were analyzed.The results show that the water resources carrying capacity of the Yangtze River Economic Belt shows a continuous rising trend during the study period.With 2016 as the turning point,the growth rate is first slow and then fast.The regional heterogeneity showed a u-shaped pattern from 2012 to 2014,and a “strong east and weak west” pattern from 2015 to 2019.The regional development is unbalanced,and the optimization speed shows a trend of “the Middle East is fast,while the west is slow”.The water resource carrying capacity of the Yangtze River Delta urban agglomeration and the middle reaches of the Yangtze River urban agglomeration are high and growing rapidly,and the gap between them and the upper reaches of the Yangtze River economic zone is widening.Based on this,relevant suggestions are put forward in order to provide reference for promoting the coordinated and sustainable development of the Yangtze River Economic Belt.
