摘要
脱贫群体的收入不平等状况对后脱贫时代的减贫政策制定和共同富裕都有着重要意义。本文以秦巴山集中连片特困地区周至县为例,基于2016—2020年全县农村建档立卡家庭收入数据,运用基尼系数和收入流动等指标从收入结构视角对脱贫农户的收入不平等变化状况进行系统分析。结果显示,脱贫农户与一般农村居民的收入不平等状况存在明显差异,工资性收入在脱贫农户的总收入和对总收入基尼系数的贡献率上都占据主导地位。不同时期都有不同来源的收入分别发挥带动增收和平抑收入不平等的作用,其中分项收入占总收入的比例是影响总收入基尼系数的决定性因素。2020年仅有转移性收入的增加能显著降低脱贫农户的总收入基尼系数。在脱贫攻坚时期的政策作用下,脱贫农户自生能力有显著提升,收入有序流动,总收入不平等状况呈减缓趋势,在疫情背景下也并未表现出“危机下更加不平等”的现象。鉴于此,本文认为应通过延续现行减贫政策、注重精准再识别并分类施策、提高脱贫农户财产性收入等方式带动农村脱贫群体实现共同富裕。
Taking Zhouzhi County in Qinba Mountains as an example,this paper systematically analyzes the changes in income inequality among poverty-alleviated households from the perspective of income structure based on the data of registered poor household income from 2016 to 2020 by using the Gini coefficient and income flow.The results show that there are significant differences in income inequality between poverty-alleviated households and general rural residents,and wage income plays a dominant role in both the total income and the contribution to the Gini coefficient of total income.In different periods,different sources of income play the role of driving income increase and suppressing income inequality respectively.In 2020,only the increase in transfer income can significantly reduce the Gini coefficient of the total income of poverty-stricken farmers.Under the action of policies during the poverty alleviation period,the inequality of total income has been suppressed.In the context of the epidemic,the phenomenon of“greater inequality in the crisis”has not been shown.In view of this,this paper argues that we should continue the current poverty reduction policies,focus on accurate re-identification and classification of policies,and improve the property income of poverty-stricken farmers to drive the rural poverty-stricken groups to achieve common prosperity.
