摘要
数字经济已经成为中哈合作新的经济增长点。中哈两国发展数字经济具备良好合作基础,其发展关键在于人才,因而,数字教育合作成为两国数字合作的重要内容。从国家政策、政府合作、经贸发展等多个方面阐述中哈数字合作的发展历程与现状,突出数字教育,并以疫情期间中国高校的数字化教学实践为例,展现中国数字化教学极强的借鉴意义,以及数字化技术在中国社会生活中的实际应用。在疫情不断肆虐和复杂的国际环境下,针对浙江省与哈萨克斯坦数字经济合作提出了一些对策性建议,主要包括:引导市场主体广泛参与;提升数据要素价值化水平;强化数字经济治理能力;提升数字经济人才培养的国际化水平等。
Digital economy has become a new economic growth point in China-Kazakhstan cooperation.With a good foundation for their cooperation in developing digital economy,the development hinges on talent.Therefore,cooperation in digital education has become an integral part of digitalcooperation between the two countries.From the perspective of state policy,government cooperation and trade development,the paper expounds the development and current situation of China-Kazakhstan cooperation,highlighting digital education.It also presents the practice of digital teaching in China s universities during the pandemic,serving as a reference in demonstrating China s strong digital teaching and application of digital technology in Chinese community.In the end,amid the recurring pandemic and complicated international situation,the paper offers some countermeasures for cooperation in digital economy between Zhejiang province and Kazakhstan,including encouraging market entities broader participation,enhancing the value of data elements,strengthening governance capacities of digital economy and elevating the cultivation of digital economy talent to international level.
