摘要 针对传统FCE法在确定指标隶属度函数困难的情况,提出改进FCE法。构建含4方面13个指标的评估指标体系;综合考虑专家成员的知识结构、专业特长、工作实践等因素,设置专家权重因子修正模糊关系矩阵;结合实例验证改进FCE法的合理性和实用性,为作战指挥控制能力评估提供参考。 In view of the difficulty of determining index membership function by traditional FCE method,an improved FCE method is proposed. The evaluation index system with 13 indexes in 4 aspects is constructed. The factors such as knowledge structure,professional expertise and working practice of expert members are taken into consideration,and the fuzzy relation matrix is set up to modify the expert weight factor. The rationality and practicability of the improved FCE method are verified by examples,which provides reference for the evaluation of operational command and control capability.
