摘要
港口—腹地供应链高质量发展究竟如何测度,是“一带一路”倡议下西部陆海新通道高质量建设阶段一个值得探讨的课题。一方面,以供应链和高质量发展的内涵交集为逻辑起点、以系统论(理论)工具为支撑,阐明港口—腹地供应链高质量发展的本质即为港口—腹地供应链效率,测度包括“点”效率(即出海口岸通关效率)、“线”效率(即通道沿线省份物流效率)和“链”效率在内的港口—腹地供应链效率可以反映港口—腹地供应链高质量发展状况及水平,其中“链”效率再分解为合作效率、运营效率和链主企业(1)创新能力驱动下的“链”效率等;另一方面,以港口—腹地供应链“点”效率、“线”效率和“链”效率的内涵、测度指标(影响因素)、测度方法等为线索依次对相关文献进行梳理,提出了效率分解视角下港口—腹地供应链高质量发展的测度框架。
How to measure the high-quality development of the port-hinterland supply chain is a topic worth discussing under the Belt and Road Initiative, especially in the high-quality construction phase of the New Western Land-sea Corridor. On the one hand, with the connotation intersection of supply chain and high quality development as the logical starting point, with the system theory tool as the support, it is clarified that the essence of high-quality development of port-hinterland supply chain is the efficiency of port-hinterland supply chain. Measuring the efficiency of port-hinterland supply chain including“point”efficiency(i.e. customs clearance efficiency of outbound seaports),“line”efficiency(i.e. logistics efficiency of provinces along the corridor)and“chain”efficiency can reflect the status and level of high-quality development of port-hinterland supply chain. The“chain”efficiency can be divided into cooperative efficiency, operational efficiency and supply chain efficiency driven by the innovation ability of chain enterprise. On the other hand, the connotation, measurement indexes(influencing factors)and measurement methods on“point”efficiency, “line”efficiency and“chain”efficiency of the port-hinterland supply chain are taken as clues to conduct pertinent literature review, put forward the measure framework on high quality development measurement of port-hinterland supply chain by the perspective of efficiency decomposition.
