摘要
一些地区数字乡村建设的主要行动者是县乡党委和政府有关部门的干部、信息技术公司和农业科研机构的专业技术与营销人员,主要工作是引入数字技术和配置信息设备、建设数字平台和数据库,开展数字化治理、数字化服务和电子商务,而这些工作的主要展开空间是在县城和规模较大的乡镇。通过这种路径展开的数字乡村建设,取得了一定的成绩,但也存在一些明显的问题。其中亟待解决的一个问题是数字乡村建设悬浮,即没有同乡村振兴的重点任务——解决好“三农”问题有效结合起来。为了把数字乡村建设同“三农”工作紧密结合起来,应当大力培训数字乡村建设行动主体,提高农民的数字知识水平和信息技术操作能力,加强农业数字化建设,把数字治理和数字服务切实同农民的乡村生活有效结合起来,避免数字乡村建设仅由县乡干部在县城乡镇开展,推进数字乡村建设真正深入农业、农村和农民之中。
The study found that the main actors in digital village construction in some regions are cadres from county and township party committees and government departments,and professional technical and marketing personnel from information technology companies and agricultural research institutions.The main work is to introduce digital technology and information equipment,build digital platforms and databases,and carry out digital governance,digital services and e-commerce in the counties and larger towns.Such digital village construction has achieved certain achievements,but there are also some obvious problems.One of the problems that needs to be solved is the suspension of digital village construction,which means that it is not effectively combined with the solution of the three issues of agriculture,the countryside and farmers,the main tasks of rural revitalization.In order to closely integrate the digital village construction with the work concerning agriculture,rural areas and farmers,we should vigorously train the main actors in the digital village construction,improve the digital knowledge and information technology operation ability of farmers,strengthen the digital construction of agriculture,effectively combine digital governance and digital services with the rural life,avoid the digital village construction only carried out by cadres in the counties and townships,and eventually promote the digital village construction to truly penetrate into agriculture,rural areas and farmers.
