摘要
面对传统空间规划的“沉疴旧疾”,要实现国家治理能力与治理体系现代化,需以优化国土空间规划体系传导路径为重要抓手。文章基于模块化理论,指出国土空间规划体系传导包含基础模块和组织模式,标准化建设是提高传导效率的关键,进而梳理了现阶段国土空间规划体系存在的空间规划关系模糊、土地发展权分配失衡、刚弹管控界定不清等问题。在此基础上,提出了包括厘清各类空间规划关系,完善横向衔接机制;优化实施机制及配套政策,疏通纵向传导路径;明确刚弹管控机制,提高国土空间规划传导效率的国土空间规划体系传导机制优化路径。通过强化国土空间规划基础模块建设、优化组织模式等途径构建流畅高效的规划体系传导机制,以促进国土空间用途管制制度建设。
To modernize China’s system and capacity for governance,the transmission of territorial space planning shall be improved by addressing traditional problems.Based on the theory of modularity,the paper points out that standard construction with basic modules and organization models is crucial in the transmission of territorial space planning.It further analyzes the problems of vague relations of spatial plans,imbalance of land development rights,obscurity of rigid and flexible governance in territorial space planning,proposes integrating horizontal connection by improving layers configuration in detailed plan and implementation in special plan;strengthening vertical linkage by dynamic adjustment of land development rights and marketization of ecological products;and clarifying rigid and flexible governance to improve the efficiency of territorial space planning transmission.Foundational module and organizational improvements of the territorial spatial planning system may contribute to optimize the territorial spatial use control system.
