摘要 [目的/意义]中美之间战略竞争已经转向科技创新领域,立足我国新型举国体制,探讨遵循科技发展规律且符合社会主义市场经济建设的科技情报工作制度,是应对中美科技博弈,找寻破局之道的关键。[方法/过程]在回顾和总结中国科技情报工作发展历程与相关研究的基础上,论述新型举国体制框架下科技情报工作制度建设必要性与可行性。[结果/结论]从制度理念、组织结构和模式设计3个方面,构建出新型举国体制下我国科技情报工作制度。 [Purpose/Significance]The strategic competition between China and the United States has turned to the field of scientific and technological innovation.Based on China's new national system,it is important to discuss a scientific and technological intelligence work system that follows the laws of scientific and technological development and is in line with the construction of a socialist market economy.It is the key to coping with the Sino-US technological game and finding a way out.[Method/Process]On the basis of reviewing and summarizing the development history and relevant research of China's scientific and technological intelligence work,this paper discussed the necessity and feasibility of the construction of the scientific and technological information work system under the framework of the new national system.[Result/Conclu⁃sion]From the three aspects of system concept,organizational structure and pattern design,the scientific and technologi⁃cal intelligence work system of China under the new national system is constructed.
