摘要
城乡融合是当前我国农村社会演变面临的主要问题之一,基于城乡融合的村庄分类对于重塑城乡关系、精准分类施策具有重要现实意义。为探索不同地区城乡关系发展趋势,识别城乡互动关键点,文章采用定性分析法,在总结现有村庄类型划分方法的基础上开展城乡融合视角下的村庄分类研究。辨析城乡深度融合阶段村庄发展需求,将村庄分为都市供给型、粮食生产型、生态服务型、边境戍卫型四类,同时提出推进城乡融合、促进乡村产业发展、缩小城乡差距的政策方向:都市供给型村庄应保障蔬菜供给功能稳定,同时拓展经济承载功能;粮食生产型村庄应通过工农结合就地利用剩余劳动力,发展劳动密集型产业,留足劳动力,稳定粮食生产功能,还可探索建立耕地保护生态补偿机制;生态服务型村庄可发展绿色富民产业,以生态农产品市场流通促进城乡紧密联系,培育生物能源、生物制药等生物技术产业;边境戍卫型村庄应以边境国土安全为首要任务,逐步完善公共服务,配套戍边福利政策,发展边境贸易和边境旅游产业。
The urban-rural integration is one of the main issues that China's rural area encounters during its social evolution..The village classification based on urban-rural integration is of great practical significance for reshaping urban and rural relationship and precision classification.In order to explore the development trend of rural-urban relationships in different regions and identify the key points of rural-urban interaction,based on summarizing the existing methods of village classification,this paper conducts the research on village classification from the perspective of urban-rural integration by using qualitative analysis method.To differentiate the development needs of villages at the stage of deep urban-rural integration,villages are divided into four types:urban supplies type,grain production type,ecological service type,and border defense type.Meanwhile,the policy directions of promoting urban-rural integration,promoting rural industry development,and narrowing the urban-rural gap were proposed:The villages of urban supplies type should ensure the stability of the vegetable supply function while expanding the economic carrying function;The grain production type villages should utilize surplus labor locally through the combination of industry and agriculture,develop labor-intensive industries,retain sufficient labor and stabilize grain production functions,and also explore the establishment of ecological compensation mechanisms for arable land protection;The ecological service type villages should develop green industries for enriching people,promote close urban-rural ties through the circulation of ecological agricultural products in the market,and cultivate biotechnology industries including bioenergy and Biopharmaceuticals;The border defense type villages should take border homeland security as their primary task,gradually improving public services,supporting welfare policies for border defense,and developing border trade and border tourism industries.
