摘要
在国家“碳达峰碳中和”战略目标背景下,民族地区走低碳经济发展之路是必然选择。当前,民族地区低碳经济试点已实现全覆盖,通过不断优化产业结构和调整能源结构,持续推进“能耗”双控和节能减排,大力发展可再生能源和碳汇经济,碳排放强度逐渐降低,碳排放快速增长势头已得到初步扭转,但是“高碳”经济仍占主导,能源结构与产业结构依旧偏重,低碳经济发展环境相对脆弱,面临较大的转型压力。新时代,民族地区应秉承“绿水青山就是金山银山”的发展理念,紧抓国家大力倡导发展低碳经济的时代机遇,立足资源禀赋优势,不断完善低碳经济发展机制,加快产业结构和能源结构调整,主动参与全国碳排放权交易市场建设,推进低碳技术创新,推广低碳经济试点,充分发挥低碳经济发展后发优势。
With the strategic goal of“peak carbon and carbon neutrality”,it is an inevitable choice for ethnic areas to take the road of low-carbon economy development.At present,low-carbon development pilot projects in ethnic areas have been fully implemented.Through continuous optimization of the industrial structure and adjustment of the energystructure,the dual control of“Energy consumption”and energy conservation and emission reduction will continue to be promoted,the rapid growth of carbon emissions has been reversed,but the“high-carbon”economy still dominates,energy structure and industrial structure are still overweight,low-carbon economic development environment is relatively fragile,facing greater pressure of low-carbon transition.In the new era,Minzu areas should adhere to the development concept of“Green Water and Green Mountains are Golden and Silver Mountains”,seize the opportunities of the times when the state vigorously advocates the development of a low-carbon economy,and base themselves on the advantages of natural resources,we will continue to improve the mechanism for developing a low-carbon economy,accelerate the restructuring of industry and energy,actively participate in the development of a national carbon emissions trading market,promote low-carbon technology innovation,and promote low-carbon pilot projects,give full play to the late-development advantages of the lowcarbon economy.
