基于ISM-MICMAC的重大工程社会责任风险影响因素研究

摘要 以重大工程社会责任为出发点,依据相关行业标准及国内外相关文献建立包含6个主议题、14项主要风险因素的清单,构建解释结构模型(ISM)揭示各因素之间的逻辑关系,并利用交叉影响矩阵相乘法(MICMAC)进行验证分析。研究结果表明:重大工程社会责任风险影响因素的层级递阶模型包含6个层级,风险因素根据MICMAC驱动力-依赖性数值,主要分布在Ⅰ-自治簇、Ⅱ-依赖簇、Ⅳ-独立簇三个区域中。对比分析显示,模型与方法的检验结果具有高度一致性,并从顶层设计、治理框架、社会宣传三个方面对重大工程社会责任的履行及风险防范提出相关建议。 Starting from the social responsibility of megaprojects,this research establishes a list with 6 main subjects and 14 risk factors based on relevant literature and industrial standards,and constructs an Interpretive Structure Model(ISM)to reveal the logical relationship between the factors,then combines Cross-Impact Matrix Multiplication Applied to Classification(MICMAC)for verification and analysis.The results show that the hierarchical model of social responsibility risk influencing factors of megaprojects includes 6 levels,and the risk factor points are mainly distributed in three areas:I-autonomous clusters,II-dependent clusters and IV-independent clusters,according to the driving and dependency values of MICMAC.The validation analysis shows that the test results of the model and method are highly consistent,indicating that the ISM-MICMAC model is scientific and reasonable,then puts forward relevant suggestions on the performance of social responsibility and risk prevention of megaprojects from three aspects:top-level design,governance framework,and social publicity.
