摘要
为有效利用互联网提升区域和城市创新水平,将创新过程划分为创意、咨询改进、创意匹配以及创意实施四个阶段,深入分析互联网在不同阶段对城市创新的影响作用,以“宽带中国”试点政策作为准自然实验,采用双重差分模型,揭示互联网影响创新活动的过程和机制。研究发现:(1)城市互联网的发展有助于提升城市创新水平,“宽带中国”试点城市相较于非试点城市的城市创新水平平均增长了27.6%;(2)互联网发展通过促进城市金融产业水平提升、城市产业结构合理化以及城市化发展提升城市创新水平;(3)互联网对城市创新水平的提升效应表现出东北、西部、中部以及东部地区逐渐递减的变化,其中东北地区的创新效应最强,西部地区次之,中部和东部地区依次减弱;(4)互联网的普及和发展对于城市新建企业、创新投资以及专利发明等均具有显著的促进作用。建议运用系统的政策工具激发培育创新活动、注重培育企业家精神,完善创新发展的配套设施和相关产业,以协同思维提升城市创新能力、缩小城市创新差距。
To effectively use the Internet to improve regional and urban innovation,the innovation process is divided into four stages:creativity,consultation and improvement,creativity matching,and creative implementation.This paper deeply analyzes the impact of the Internet on urban innovation in different stages.Taking the“broadband China”strategy as a quasi-natural experiment,this paper uses a difference-in-difference model to reveal the process and mechanism of the Internet influencing innovation activities.It is found that:(1)the development of urban Internet contributes to the improvement of urban innovation level.For example,compared with the cities that have not been selected as“broadband China”pilot cities,the urban innovation level of the cities selected as“broadband China”pilot cities has increased by an average of 27.6%;(2)the development of the Internet promotes the development of urban financial industry,the rationalization of urban industrial structure,and the development of urbanization,to improve the level of urban innovation;(3)the improvement effect of the Internet on urban innovation shows a gradual decline in the northeast,the west,the middle,and the east of China while the improvement effect in the northeast is the strongest,followed by the west,the middle and the east;(4)the popularization and development of the Internet have a significant role in promoting new urban enterprises,innovation investment,and patent inventions.It is suggested to use systematic policy tools to stimulate innovative activities,focus on cultivating entrepreneurship,improve supporting facilities and related industries for innovative development,enhance urban innovation capability and narrow the innovation gap between urban with the collaborative mind.
