摘要
宅基地制度是保障农民住有所居的基础性制度。本研究梳理了中华人民共和国成立后宅基地制度变迁历程与演进脉络,基于新制度经济学视角构建了宅基地制度变迁的分析框架,并对宅基地制度历史变迁的基本进程进行了理论化阐释,总结了宅基地制度的历史变迁规律与演变特征,探讨了宅基地产权配置调整是宅基地制度变迁的不变主题,多方主体共同影响着宅基地制度变迁的内容和方式,宅基地权利配置能否有效嵌入社会经济发展关系到制度变迁的可持续性及宅基地制度的活力,提出了未来宅基地制度变迁的发展趋势,为未来深化农村宅基地制度改革提供参考。
The homestead system is a basic system to guarantee farmers'housing,and the changes of the residential base system since the founding of New China reflect a certain historical lineage and its stage characteristics.This paper combs the change process and evolution context of the homestead system in New China,constructs an analytical framework for the change of the homestead system from the perspective of new institutional economics,theoretically explains the basic process of the historical change of the homestead system,and summarizes the historical change laws and evolution characteristics of the homestead system since the founding of new China.This paper discusses that the allocation and adjustment of homestead property right is the constant theme of homestead system change since the founding of New China.Multiple subjects jointly affect the content and mode of homestead system change.Whether homestead right allocation can be effectively embedded in social and economic development is related to the sustainability of system change and the vitality of homestead system.It puts forward the development trend of homestead system change in the future,and provides a reference for deepening the reform of homestead system in the future.
