“双减”背景下义务教育减负的困境与出路——基于利益相关者理论 被引量:1

The Dilemma and Way Out of Reducing the Burden of Compulsory Education Under the Background of"Double Reduction"Policy:Based on Stakeholder Theory

摘要 随着我国社会经济发展水平的提高,义务教育获得长足发展,但在发展过程中仍面临教育资源分配不均、阶层流动及固化问题严重、教师权益难以得到保障、课外培训机构转型困难等困境。政府、家庭、学校、教师及校外学科类培训机构共同构成义务教育减负的利益相关者矩阵,其中,政府需调适政策制度,促进各方利益相关者协同合作;家庭、学校与教师合理诉求得到满足,调动其减负积极性;校外学科类培训机构转型发展,成为学校教育的补充。各方利益相关者共同致力于构建良性教育生态环境,真正落实义务教育的减负。 With the improvement of China’s social and economic development level,compulsory education has made great progress,but in the process of development,it still faces difficulties such as uneven distribution of educational resources,serious problems of class mobility and solidification,difficulty in ensuring the rights and interests of teachers,and difficulties in the transformation of extracurricular training institutions.The government,families,schools,teachers and off-campus discipline training institutions together constitute a stakeholder matrix for reducing the burden of compulsory education,among which the government needs to adjust the policy system and promote the coordination and cooperation of all stakeholders;the reasonable demands of families,schools and teachers are met to mobilize their enthusiasm for burden reduction;and the transformation and development of off-campus discipline training institutions have become a supplement to school education.Stakeholders from all sides are committed to building a benign education ecological environment and implementing the burden reduction of compulsory education.
