摘要
实现“双碳”目标是中国经济高质量发展的内在要求,也是当前国际碳减排进程的必然选择。在国际碳市场建立已成趋势的情况下,本文基于国际比较视域对中国“双碳”目标进行梳理与分析,为中国与国际碳市场衔接机制与政策跟进研究提供新视角。本文指出,中国应从保护国家利益角度出发,加快国内碳市场的建设;进一步推动人民币国际化进程;提前布局、积极参与国际碳市场建设,尤其是碳排放配额机制、碳排放定价机制和碳排放结算机制这三个会对中国未来发展产生重要影响的方面。在角色定位方面,中国应积极参与国际碳减排行动,在维护中国权益的同时兼顾发展中国家利益以获得有效话语权,并降低未来经济转型升级和发展的成本。此外,本文还探讨了“双碳”目标与经济增长兼顾的政策跟进,指出中国要将保护企业绿色创新动力置于优先地位,并通过调整能源结构发挥产业政策的支持作用。
To achieve zero increase in carbon emissions(namely, carbon neutrality) is an inherent requirement for high-quality economic development in China, as well as an inevitable choice to comply with the trend of the international carbon emission reduction. The establishment of the international carbon market has become a general trend. However,there is a lack of research on the construction of the international carbon market from the perspective of international comparison in the existing literature. Especially, the in-depth research on how to implement the follow-up measures in the construction of the international carbon market in the future and how to formulate the role orientation is lacking.This paper uses literature research, economic theory analysis and other methods to sort out and judge China’s’ double carbon’ action from the perspective of international comparison, thus providing a new perspective for China’s policy follow-up direction and the international carbon market linkage mechanism. This paper finds that in order to protect China’s development interests from the connection mechanism, China should plan ahead and actively participate in the international carbon market from the gestation and construction stage, especially in the core technology links such as quota right, pricing right and currency settlement right, so as to fully contribute to China’s influence. Specifically,first, China should actively participate in international emission reduction activities to consolidate its position as a major country. Second, China should accelerate the construction of domestic carbon emission trading market, so as to provide feasible experience for the construction of international carbon emission trading market. Third, China should further enhance the influence of RMB and facilitate the internationalization of RMB. In addition, based on the economics theory, this paper believes that carbon emission reduction and economic growth can be considered at the same time. Of course, in order to achieve this balance, it is necessary to make appropriate reforms in the actual economic operation,such as giving priority to protecting the green innovation power of enterprises, vigorously adjusting the national energy structure, and giving an active play to the supporting and leading role of industrial policies.Compared with previous literature, this paper expands in the following two aspects. First, different from the enlightenment of foreign carbon market construction on China’s carbon market construction the follow-up measures and role orientation of China’s ’double carbon’ action from the perspective of international comparison in this paper can help to study and judge the future trend of international carbon market construction. The resource utilization of restrictive emissions and carbon emission rights provides a new perspective for future research on China’s strategic docking and policy follow-up in international carbon emission reduction actions. Second, this paper discusses the policy follow-up analysis of the compatibility between China’s ’dual carbon’ strategy and economic growth. It confirms that as long as proper planning and orderly promotion can contribute to the compatibility of carbon emission reduction with China’s economic growth goals. Then it puts forward corresponding policy recommendations.
