摘要
国土空间生态保护修复分区不仅是编制和实施国土空间规划的重要内容,也是科学、高效开展国土空间生态保护修复工作的前提和基础。该文基于国土空间生态保护中“保护+修复”的双重内涵与要求,构建国土空间生态保护修复分区的“重要性—脆弱性”协同分析框架与技术路径,并以重庆市江津区为例,依托GIS空间分析等方法,开展生态保护重点区域与生态修复重点区域的空间集成和综合分区研究,进而提出差异化的国土空间生态保护修复分区治理策略。结果表明:1)江津区生态系统服务价值(ESV)总体呈现“南高北低”的空间格局,2009-2019年江津区ESV呈下降态势,ESV低值区挤占ESV高值区现象明显;2)江津区生态脆弱性总体呈现“两头高、中间低”的纵向空间格局,长江干流及其沿线水域生态脆弱性整体较高,且长江北岸生态脆弱性略高于长江南岸;3)江津区生态脆弱性的主要障碍因子包括人口密度、人均生态用地面积、地均GDP、土壤侵蚀强度、生物量和植被覆盖度;4)基于“重要性—脆弱性”协同分析,将江津区国土空间生态保护修复区分为源地保护区、自然修复区、人工修复区、生态重建区和适度发展区5类区域。
Territorial space zoning for ecological protection and restoration is not only an important part of compiling and implementing land space planning,but also the premise and foundation for scientifically and efficiently carrying out ecological protection and restoration in territorial space.Considering on the content and requirements of "ecological protection + restoration" in territorial regulation,this paper establishes the "importance-vulnerability" collaborative analysis framework,and develops the technical path for ecological protection and restoration zoning of territorial space.Taking Jiangjin District of Chongqing as an example,a study for spatial integration and comprehensive zoning on key areas of ecological protection and restoration is carried out by using GIS spatial analysis.Then,differentiated regional governance strategies for ecological protection and restoration are given.The results show that:1) The spatial pattern of ecosystem service value(ESV) in Jiangjin District is "high in the South and low in the North",and from 2009 to 2019,the ESV in Jiangjin District shows a downward trend,the low ESV areas gradually occupy the high ESV areas.2) The spatial pattern of ecological vulnerability in Jiangjin District is "high at both ends and low in the middle",the ecological vulnerability alongside the Yangtze River is relatively high,especially in the north of the Yangtze River.3) The main restriction factors to the ecological vulnerability of Jiangjin District include population density,per capita ecological land area,per capita GDP,soil erosion intensity,biomass and vegetation coverage.4) Based on the "importance-vulnerability" collaborative analysis,the ecological protection and restoration of territorial space of Jiangjin District can be classified into 5 categories:source protection area,natural restoration area,artificial restoration area,ecological reconstruction area,and moderate development area.
