摘要
应急演练是应急管理的重要组成部分。为了提高应对高校实验室安全事故的应急处置能力,针对高校实验室的特殊情况进行应急演练设计是提升应急演练水平和效果的关键。首先,通过分析应急演练设计的要点,得出应急演练设计的关键环节;其次,以模拟实验室硫酸泄漏事故应急演练项目为例,研究分析高校实验室应急演练设计与实施的全过程,包括演练方案、演练脚本、演练保障方案、观摩手册和效果评估方案等设计内容。结果表明,通过科学、规范、系统的应急演练设计,能够保证应急演练开展的质量和水平。
Emergency drill is an important part of emergency management.In order to improve the emergency response ability to deal with safety accidents in university laboratories,the design of emergency drill according to the special conditions of university laboratories is the key to improve the level and effect of emergency drill.Firstly,by analyzing the key points of emergency drill design,the key links of emergency drill design are obtained;Secondly,taking the emergency drill project of sulfuric acid leakage accident in the simulation laboratory of Fuzhou University as an example,this paper studies and analyzes the whole process of the design and implementation of emergency drill in university laboratories,including the design contents of drill scheme,drill script,drill guarantee scheme,observation manual and effect evaluation scheme.The results show that the quality and level of emergency drill can be guaranteed through scientific,standardized and systematic emergency drill design.
