摘要
公安机关数据治理行为形成路径蕴含了公安数据治理实践发展的动力源泉。借助MOA模型对公安机关数据治理行为进行探讨,可以验证不同层面公安数据治理行为的形成要素,从而激活治理行为的发展因素。职责要求形成的公安机关数据治理行为需要公安机关结合数据生命周期,增强数据采集、数据处理、数据应用能力;制度约束形成的公安机关数据治理行为亟需依托法律法规,健全公安机关数据流转制度,满足时效性、合法性要求;能力推动形成的公安机关数据治理行为应当调动各类要素,激发公安机关数据技术潜力,建立人才输送机制和自主研发模式。在多个层面明晰公安机关数据治理行为的发展动力,才能让公安机关数据治理实践有的放矢。
The formation path of public security organ data governance behavior contains the source of power for the development of public security data governance practice,and the discussion of police organ data governance behavior with the help of MOA model aims to verify the formation elements of public security data governance behavior at different levels,so as to activate the development factors of governance behavior.For policing data governance behaviors formed by the requirements of their duties,public security organs need to combine the data life cycle to enhance data collection,data processing,and data application capabilities;The data governance behavior of public security organs formed by institutional constraints urgently needs to rely on laws and regulations,improve the data circulation system of public security organs,and achieve timeliness and legality requirements;Policing data governance behaviors formed by capacity promotion shall mobilize all kinds of elements,stimulate the data technology potential of public security organs,and establish talent delivery mechanisms and independent research and development models.At many levels,the development momentum of policing data governance behavior is clarified,and the data governance practices of public security organs are targeted.
