摘要
创新联合体强化企业创新主体地位,促进各类创新要素向企业集聚,要求大学根植区域发展战略,将教学、科研和社会服务等活动聚合在区域创新体系中。浙江低压电器产业由技术创新战略联盟演进为区域创新联合体的过程中,温州多所应用型大学促进区域创新联合体正向演进,探索非高水平研究型大学驱动创新联合体发展机理,实现校企协同创新、互促发展。通过该探索性单案例研究得到如下结论:地方性应用型大学应该积极参与区域校企创新联合体建设,凸显参与性主体的办学定位、支撑性作用的功能效应、服务中成长的发展路径,通过推动区域创新联合体不断向高能级跃迁,实现自身办学的可持续发展。
The innovation consortium strengthened the main position of enterprise innovation and promoted the concentration of various innovation factors in enterprises,which required universities to root in regional development strategies and aggregate teaching,research,and social service activities in the regional innovation system.During the evolution of Zhejiang’s low-voltage electrical appliance industry from a strategic alliance of technological innovation to a regional innovation consortium,several application-oriented universities in Wenzhou promoted the positive evolution of the regional innovation consortium,exploring the developmental mechanism of the innovation consortium driven by non-high-level research universities,and forming the practical value of university-enterprise collaborative innovation and mutual development.The following conclusions are drawn from this exploratory single case study:local application-oriented universities should actively participate in the construction of regional university-enterprise innovation consortia;highlight their school-running orientation as the participating subjects,their functional effects as the supporting roles,and their development paths of growing in service;and achieve sustainable development of their school-running by promoting the regional innovation consortia to leap to a high level of capability.
