我国医疗废物收运体系瓶颈识别及优化策略 被引量:1

Bottleneck identification and optimization strategy of medical waste collection and transportation system in China

摘要 医疗废物的收集转运是保障公共卫生安全的重要环节,而我国医疗废物管理系统存在重处置、轻收运的问题。小型医疗机构、边远地区医疗机构及应急状态下的医疗废物存在及时收运短板,成为医疗废物收运体系瓶颈。通过文献研究及走访分析问题成因,提出针对老城区及中心城区,多方联动协调,探索创新小型医疗机构医疗废物收运模式;针对偏远地区,改造农村环保清运车,实现分装联运,节约资源投入;制定医疗废物管理应急预案,进行医疗废物智慧收运能力建设;完善制度,加强监管,为医疗废物及时收运处置提供保障。 The collection and transfer of medical waste is an important part to ensuring public health safety.However,our country’s medical waste management system has the problem of focusing on disposal and treating collection and transportation lightly.Small medical institutions,medical institutions in remote areas,and medical waste in emergency situations have shortcomings in the timely collection and transportation of medical waste,which has become the bottleneck of the medical waste collection and transportation system.This paper analyzed the cause of the problem,proposed multi-party linkage and coordination for the old city and central city,explored and innovated the medical waste collection and transportation mode of small medical institutions.For remote areas,it’s necessary to transform the rural environmental protection trucks to realize sub-loading and combined transportation and save resources.We should formulate medical waste manage emergency plans and build capacity for smart collection and transportation of medical waste,and improve the system and strengthen supervision to provide guarantee for the timely collection,transportation and disposal of medical waste.
