摘要
利用2009—2019年的省级面板数据,借助面板固定效应模型对财政分权影响地区经济高质量发展的作用机制进行实证检验.结果表明:财政分权显著地促进地区经济高质量发展水平的提高;科技创新在财政分权影响地区经济高质量发展的过程中发挥部分中介效应.为促进区域经济高质量发展,需要优化财政分权制度,逐步理顺央地政府间关系;充分发挥科技创新的力量,健全创新驱动发展体系.
Using the provincial panel data from 2009 to 2019 and the panel fixed effect model,this paper empirically tests the mechanism of fiscal decentralization affecting regional economic high-quality develop⁃ment.The results show that fiscal decentralization has significantly promoted the high-quality development level of regional economy;Scientific and technological innovation plays an intermediary role in the process of fiscal decentralization affecting the high-quality development of regional economy.Therefore,in order to promote the high-quality development of regional economy,the fiscal decentralization system and gradually straighten out the relationship between central and local governments need to be optimized;The power of sci⁃entific and technological innovation need to be given full play and the innovation driven development system improved.
