摘要
厘清区域政策协同的理论逻辑,进而探索提升区域政策协同效率的路径,对于推动区域高质量一体化发展具有重要意义。本文立足动态调适的视角,将区域政策协同视为区域政策要素相互配合的动态过程,从理论上梳理区域一体化政策的协同层次、协同过程和协同策略之间的逻辑关系,对比分析了不同政策协同模式的运行机理。同时,本文还对长三角一体化发展示范区司法政策的协同情况进行了案例剖析,并在理论研究和案例分析的基础上,对中国未来加强区域政策协同、推进区域高质量一体化发展提出了建议和展望。
It is of great significance to explore the theoretical logic of regional policy coordination,and then to improve the efficiency of regional policy coordination for high-quality regional integrated development.From the perspective of dynamic adjustment,this paper considers the regional policy coordination as a dynamic process in which regional policy elements cooperate with each other.It sorts out the theoretical relationship between the coordination level,coordination process and coordinate strategy of regional integration policy,and analyzes the operation mechanism of different policy coordination models.At the same time,this paper also uses the theoretical framework to analyze the judicial policies in the Yangtze River Delta Integrated Development Demonstration Zone,and puts forward suggestions and prospects to strengthen china regional policy coordination and high-quality regional integrated development in the future.
