摘要
高校法人化是落实学术自治的重要组织路径,是学术研究自由和受教育权合并实现的组织机制。从组织定位角度看,学生、导师、院系、学术委员会、学位评定委员会等都是参与学位评价的主体。从学位评价的规范和标准方面看,学术委员会是规范和标准的制定机构,学位评定委员会是规范和标准的执行机构。学位评定过程中涉及学术不端调查的,学术委员会是学位评定委员会的协助机构。为实现和落实学术自治,高校学位评价组织关系应当坚持学术评价,排斥行政评价,同时还应当受到同行评议原则的约束。
The incorporation of colleges and universities is an important organizational path for implementing academic autonomy and the mechanism for ensuring academic research freedom and the right to education. From the organizational perspective, students, supervisors, schools, academic committees and degree evaluation committees are the bodies engaged in degree evaluation. From the perspective of degree evaluation norms and standards, the academic committee is the body that formulates the norms and standards, and the degree evaluation committee is the body that implements them. The academic committee is the body that assists the degree evaluation committee to carry out the academic misconduct investigation. To put academic autonomy into practice, the organizational relationship in terms of degree evaluation should uphold academic evaluation, exclude administrative evaluation and be bound by principle of the peer review.
