摘要
“对口支援”这一具备中国特色的制度在我国的历史发展中并不长远,但它的诞生和发展与我国的长治久安和共同富裕息息相关,并且在数次重大突发公共事件中使我国转危为安。“对口支援”的制度建设是一个不断发展和完善的过程,其中蕴含着复杂的府际关系。本文在前人研究的基础上,借助府际关系的相关理论,从“常规性”和“应急性”两个角度对“对口支援”制度中的政府间关系展开研究。力图在构建更适宜的“对口支援”制度的基础上,促进我国政府间关系的良性发展,从而更好地展现具有中国特色的制度优势和治理效能,促进我国现代化的建设。
“Counterpart support”is a local system with Chinese characteristics.It is not long-term in China's historical development,but its birth and development are closely related to China's long-term stability and common prosperity,and has turned China from crisis to security in several major public emergencies.The system construction of"counterpart support"is a process of continuous development and improvement,which contains complex intergovernmental relations.On the basis of previous studies,with the help of the relevant theories of intergovernmental relations,this paper studies the intergovernmental relations in the"counterpart support"system from the perspectives of"routine"and"emergency".On the basis of constructing a more appropriate"counterpart support"system,it promotes the benign development of China's intergovernmental relations,so as to better show the institutional advantages and governance efficiency with Chinese characteristics and promote the construction of China's modernization.
