摘要
习近平总书记在党的二十大报告中指出要“全面推进乡村振兴”,并进一步强调“发展乡村特色产业,拓宽农民增收致富渠道”,同时提出“健全农村金融服务体系”。结合我国农业产业和农村金融发展实践,以及国务院发展研究中心金融研究所近期在多地进行的金融支持乡村振兴专题调研,本文认为供应链金融不仅有利于做强乡村产业,还能引导金融资源流向农业农村,缩小城乡差距,让广大农民分享产业链收益,进而促进共同富裕。从作用机理和已有实践来看,供应链金融能够在农业领域发挥重要的支持作用。未来可针对农村产业特点开发更多有针对性的农业供应链金融产品,引导更多金融资源流向“三农”领域。为此,建议着力从3个方面促进农业供应链金融发展生态:一是在积极落实中央数字乡村建设战略部署的基础上构建“三农”大数据系统,制定数据获取、使用、安全、共享等制度框架;二是推动金融机构向县域下沉供应链金融服务,增强县域金融机构的专业化程度;三是建立适合农业供应链金融的风险保障机制。
In the report of the 20th National Congress of the Communist Party of China,General Secretary Xi Jinping points out that it is necessary to “comprehensively promote rural revitalization”,further emphasizes“the development of rural characteristic industries,and the broadening of the channels for farmers to increase their income and wealth”,and proposes“an improvement of rural financial service system” at the same time.Combined with the development practice of China’s agricultural industry and rural finance,as well as the recent special research on financial support for rural revitalization conducted by the Development Research Center of the State Council in many places,this paper believes that supply chain finance is not only conducive to strengthening rural industries,but also narrows the urban-rural income gap by guiding financial resources into agricultural and rural areas,so that farmers can share the benefits of the industrial chain,thus promoting common prosperity.At this stage,China’s agricultural supply chain finance is still in the early stage of development,and its role is not yet obvious.According to the survey,local agricultural banks,rural commercial banks,rural credit cooperatives and other financial institutions have made some positive achievements in supporting the early development of rural industries,which helps to promote the common prosperity of farmers.With the completion of the key task of poverty alleviation as scheduled,China’s rural areas have entered a new stage of rural revitalization.It is necessary to promote agricultural and rural modernization,build a rural industrial system,develop modern rural industries,and achieve common prosperity for farmers.Revitalization of rural industries is an important means to promote the common prosperity of farmers and rural areas.From the perspective of theories and practice,the revitalization of rural industries cannot be separated from the strong support of finance.In the future,more targeted agricultural supply chain financial products can be developed according to the characteristics of rural industries,and more financial resources can be directed to fields relating to agriculture,rural areas and farmers.To this end,this paper suggests that efforts should be made to promote the development ecology of agricultural supply chain finance from three aspects:firstly,a big data system for agriculture,rural areas and farmers should be established on the basis of actively implementing the central government’s strategic plan for the construction of digital countryside,and formulatingan institutional framework for data acquisition,use,security,sharing,etc.Secondly,financial institutions are encouraged to provide supply chain financial services to counties.They are also supposed to increase their R&D investment,business training and talent assistance to county-level branches,and specialization of county-level financial institutions should be enhanced.Thirdly,measures should be taken to improve the risk guarantee mechanism suitable for agricultural supply chain finance,promote the integration of agricultural supply chain,guide companies to develop supply chain financing guarantee products,and solve the financing problems of small and medium enterprises in the chain.
