摘要
重金属污染防控事关生态环境安全与人民群众身体健康,对于深入打好污染防治攻坚战,建设美丽中国具有重要意义。“十四五”时期,广东省重金属污染综合防治处于成效巩固、重点深入的阶段,广东省应结合新形势新要求进一步延续、深化与健全重金属污染物排放管理制度。通过分析广东省重金属污染物排放管理制度现状,剖析现行制度存在的问题,分析“十四五”新形势下面临的挑战。借鉴其他省份的先进管理经验,针对全口径清单动态调整机制、重金属污染物排放管理制度与排污许可制度管理衔接、排放指标管理机制等方面提出对策建议,进一步健全重金属污染物排放管理制度。
The prevention and control of heavy metal pollution concerns ecological environment security and public health,and is of great significance to further fight the Battle for Prevention and Control of Pollution and build a Beautiful China.During the 14th Five-Year Plan period,the prevention and control of heavy metal pollution in Guangdong Province is in the consolidating and deepening stage.Guangdong Province should further extend,deepen and improve the heavy metal pollutant discharge management system in light of the new situation and requirements.This paper analyzes the current situation,and existing problems of heavy metal pollutant discharge management system of Guangdong Province,and points out the challenges faced during“14th Five-Year Plan”.drawing lesson from other provinces,suggestions are put forward on dynamic adjustment mechanism of the full caliber list,the connection between the heavy metal pollutant discharge management system and the pollutant discharge permit system,and the discharge index management mechanism,to further improve the heavy metal pollutant discharge management system.
