摘要
随着我国规划治理模式转型的不断深入,具有地方特色的基层规划师制度不断涌现并日趋正规化与常态化。2019年,责任规划师制度在北京正式全面启动,责任规划师成为辅助街道/乡镇政府推进规划设计落地和公众参与的重要力量,但责任规划师制度运作至今面临着工作成效参差不齐、责权关系难以匹配等现实挑战。基于此,文章以组织设计的关键原则“责权一致”为切入点,对北京责任规划师制度运行中责、权、利三项关键要素组合形成的三对关系的一致性开展剖析,并提出优化和平衡北京责任规划师制度“责—权—利”关系的措施建议。
Various forms of grass root planners have emerged in China and become normalized as the planning governance model undergoes transition.In 2019,responsible planner system is started in Beijing and responsible planners have played an important role in street and township level planning implementation and public participation.However,the operational effects of responsible planner system are varied,and there are mismatches between responsibilities and rights.Based on the principle of responsibility-power consistency in organizational design,the paper analyzes the three pairs of relationships by the three key elements:right,benefit,and duty,and proposes suggestions for improving and balancing the relationship of rights,benefits,and duties of responsible planners in Beijing.
