摘要
数字经济进入普惠共享阶段,通过作用于劳动力市场、就业形态与社会保障发展产生关联性。基于2011—2017年我国256个城市的面板数据,系统考察数字经济对社会保障发展的影响和作用机理。结果显示:数字经济显著促进社会保障的发展,其主要通过促进地方财政收入增长、提高就业水平发挥作用,上述积极效应在东部地区和中心城市更为凸显。数字经济发展水平突破一定门槛时,将进一步强化其对社会保障发展的积极效应;地方财政收入的增长也会强化该效应,表明地方政府财政系统与数字经济发展可以形成良性互动,合力推动社会保障发展。此外,数字经济对社会保障发展的影响具有空间溢出效应特征,不仅推动本地区社会保障发展,对邻近地区社会保障发展也具有实质性积极影响,有助于形成区域间协调发展的社会保障格局。
Based on panel data of 256 cities in China from 2011-2017,this paper systematically examines how the digital economy affects the development of social security and its mechanism.The study finds that the digital economy significantly contributes to the development of social security,and can promote the development of social security by boosting local fiscal revenue growth and increasing employment levels,with the above-mentioned positive effects being more pronounced in eastern regions and central cities.As the level of development of the digital economy breaks through a certain threshold,its positive effect on the development of social security will be further strengthened and growth of local fiscal revenue can also strengthen this effect,which indicates that the local government fiscal system and the development of the digital economy can form a positive interaction to jointly promote the development of social security.In addition,the impact of digital economy on the development of social security is characterized by spatial spillover effect,which not only promotes the development of social security in the region,but also has substantial positive impact on the development of social security in neighboring regions,and contributes to form a social security development pattern of inter-regional coordinated development.
