县级政府地震灾害应急管理协作网络研究——以云南省为例 被引量:1

摘要 提升应急响应过程中的组织协调效率是地震应急管理研究的重要议题。选取云南省鲁甸、景谷、盈江三个近年来发生过强烈地震的县为研究案例,从协作网络动态演化的视角切入,运用社会网络分析方法构建政府在不同地震应急管理阶段的网络拓扑图,并通过UCINET对整体网和网络节点相关测度进行分析,对政府地震灾害应急管理协作网络进行研究。研究结果表明:圈层结构是县级政府在地震应急管理协作全过程中的主要形态;震情矛盾、职权结构是塑造地震应急管理协作网络形态的主要因素,决定命令、资源、信息三大协作要素的内容与流向。 Improving the efficiency of organization and coordination in the emergency response process is an important topic in the study of earthquake emergency management.Taking Ludian, Jinggu and Yingjiang, three counties in Yunnan Province that have experienced strong earthquakes in recent years as examples, from the perspective of dynamic evolution of the collaborative network, the social network analysis method was used to construct the network topology map of the government at different seismic emergency management stages, and the relevant measurements of the overall network and network nodes were analyzed by UCINET,so as to study the government earthquake disaster emergency management collaborative network.The results show that the circle structure is the main form of the county-level government in the whole process of earthquake emergency management cooperation.The contradiction of earthquake situation and the structure of authority are the main factors to shape the form of earthquake emergency management collaborative network, which determines the content and flow of the three major elements of coordination: command, resource and information.
