摘要
信息服务业是数字经济的基础性、先导性产业,理解信息服务企业区位选择是推动数字产业发展的关键。借助高铁开通的准自然实验,利用2004—2019年城市数据和信息服务业企业工商注册数据,从微观企业选址视角探讨交通基础设施升级对城市数字产业发展的影响及其作用机制。研究发现:高铁明显增加了城市信息服务企业进驻数量,其效应在高铁开通后逐渐提升,也随高铁开通密度增加而增强;高铁建设对信息服务企业进驻的促进作用在中部城市、都市圈城市、中等发展水平城市、交通禀赋高的城市以及高铁站点离市中心更近的城市更为明显;提升市场潜力,增加技术溢出,促进要素集聚,是高铁增加信息企业进入的三条主要渠道。数字技术向生产、生活渗透,为城市产业转型带来机遇和压力,城市应根据本身特征制定差异化的数字产业发展策略,充分重视交通基础设施升级在助推城市数字经济发展及“东数西算”等战略中的重要作用。
The information service industry leads the digital economy,and understanding how enterprises in this industry are located is key to effectively promoting this economy.This paper takes the opening of high-speed rail between Chinese cities as a quasi-natural experiment and is based on Chinese city-level data and information service enterprises registration data from 2004 to 2019 to study the impact of the upgrading of transportation infrastructure on the information service industry development and the mechanism of this impact in terms of micro-enterprise location selection.The results show that high-speed rail significantly increases the number of new information service enterprises in cities,and this effect gradually increases after the rail opening and with the city’s degree of centrality in the high-speed rail network.The effect of high-speed rail construction on the entry of information service enterprises is greater in central cities,cities within metropolitan areas,and those with a medium level of economic development,high transportation endowment,and high-speed rail stations closer to the city center.Enhancing market potential,increasing technology spillover,and promoting factor agglomeration are three main channels for high-speed rail to attract information service enterprises.The penetration of digital technology into production and life brings opportunities and creates pressures on cities to promote industrial transformation.Cities should formulate differentiated strategies for developing the digital industry according to their own characteristics and pay full attention to the important role of transportation infrastructure upgrading in promoting the development of the digital economy and the strategic project of“channel computing resources from the east to the west”.
