摘要
党的十八大以来,国家先后提出“加快建设海洋强国”,共建“一带一路”倡议,构建“海洋命运共同体”等一系列原创性海洋发展新理论、新思想、新战略。新时代国家的海洋事业发生了历史性变革,取得历史性成就。为了更好地领悟和阐释新时代国家海洋观的时代意蕴与嬗变特征,本文基于时空演化视角,从海洋经济观、海洋生态观、海洋外交观等多重维度,系统梳理新时代国家海洋观的发展脉络,全面阐述海洋观的理论构架与实践成效,积极探索在百年大变局背景下国家海洋观的未来路径,促进海洋强国建设与“海洋命运共同体”的构建。
Since the 18thNational Congress of the Communist Party of China(CPC),China has constructed and initiated many innovative maritime development concepts(including“accelerating the construction of a major maritime country,”the Belt and Road Initiative,and the concept of an ocean community with a shared future).These initiatives,programs,and concepts have led the national maritime industry to historic changes and achievements.In order to effectively comprehend and interpret the main implications and characteristics of the concept of China’s maritime developments,this paper explores and summarizes the development of national concepts,explains modern practices and theoretical frameworks,and discusses the concepts’relevant systems of discourse and practical future development paths.This work uses a dynamic spatial and temporal perspective for ocean affairs’economic,ecological,and diplomatic concepts.It also explores national maritime concepts’future paths,and contributes to the development of major maritime countries and the concept of an ocean community with a shared future.
