摘要
以群体性行为和追求自身利益最大化特征的集体行动是目前PPP项目实施过程中不可避免的一种现象,参与PPP项目的利益相关者的合作决策行为是决定PPP项目是否顺利实施的关键因素。由此,本文从复杂系统的角度分析了PPP项目合作网络内各行为主体的决策行为模式、群体(或社团结构)对合作网络内各行为主体的影响函数,在此基础上,对PPP项目利益相关者合作决策机制进行了分析。研究结果表明:第一,当PPP项目中多个利益相关者趋向于与其邻近网络的邻节点重连时,PPP项目中的观点数目会减少,会导致利益相关者的行为统一;第二,多个利益相关者均在某一值时决策行为达到一致的平均时间最长,且存在着一个临界值,在这个临界值的周围,会存在着一个阶段的转变。第三,在PPP项目中合作者之间的信任水平不同的情况下,随着PPP项目内多个利益相关方之间的影响,群体在做决策时都倾向于同一种决策,最后整个利益相关者构成的网络形成了一个合作群体。研究结果可以为PPP项目合作的利益相关方提供对策,推动利益相关方合作,提高项目建设效率。
At present, collective action characterized by group behavior and pursuit of self-interest maximization is an inevitable phenomenon in the implementation process of PPP projects, and the cooperative decision-making behavior of stakeholders involved in PPP projects is the key factor to the smooth enforcement of PPP projects. Therefore, from the perspective of complex system, this paper analyzed the influence function of the decision-making behavior mode and group(or community structure) of each agent in the cooperative network. On this basis, it analyzed the cooperative decision-making mechanism of PPP project stakeholders. The results show that, firstly, when multiple stakeholders in PPP projects tend to reconnect with neighboring nodes of their network, the number of viewpoints in PPP projects will be reduced, which will lead to unified behaviors of stakeholders;secondly, when multiple stakeholders reach a certain value, the average time for decision-making behavior to reach a consensus is the longest, and there is a critical value, around which there will be a stage of transformation;thirdly, in the case of different trust levels between partners in PPP projects, with the influence of multiple stakeholders in PPP projects, groups tend to make the same decision, and finally the whole network of stakeholders forms a cooperative group. The research results can provide countermeasures for stakeholders of PPP project cooperation, promote stakeholder cooperation, and improve project construction efficiency.
