摘要
环境规制是践行“两山”理念的途径之一,对实现绿色低碳高质量发展具有重要意义。以2007-2019年我国省(区市)工业数据为研究对象,基于超效率SBM分析模型,测算绿色全要素生产率,发现我国绿色全要素生产率整体呈现先下降再上升后趋近于平稳的态势,均衡发展态势初步呈现。基于tobit模型分析环境规制对我国绿色全要素生产率的影响,研究结果表明:环境规制强度对全要素生产率有显著性影响;引入环境规制强度二次项,实证分析发现:适度的环境规制能够促进绿色全要素生产率的提升,但超过一定限度时,严格的环境规制将抑制绿色全要素生产率的提升,也即二者之间存在倒“U”型关系。此外,科技创新对全要素生产率也有正向显著影响,科技创新水平的提升能够推动绿色全要素生产率。基于研究结果提出完善现代化环境治理体系、提升工业企业创新能力、完善工业企业创新体系的政策建议。
Environmental regulation is one of the ways to practice the concept of"two mountains",which is of great significance for achieving green,low-carbon and high-quality development.Taking the industrial data of provinces(cities)in China from 2007 to 2019 as the research object,based on the super efficient SBM analysis model,the green total factor productivity was calculated.It found that the overall green total factor productivity in China was declining first,then rising,and then tending to be stable.The balanced development trend was initially presented.Based on Tobit model,this paper analyzes the impact of environmental regulation on green total factor productivity in China;By introducing the secondary term of environmental regulation intensity,the empirical analysis found that:moderate environmental regulation can promote the promotion of green total factor productivity,but when it exceeds a certain limit,strict environmental regulation will inhibit the promotion of green total factor productivity,that is,there is an inverted"U"relationship between the two.In addition,scientific and technological innovation also has a positive and significant impact on total factor productivity.The improvement of scientific and technological innovation can promote green total factor productivity.Based on the research results,policy suggestions are put forward to improve the modern environmental governance system,enhance the innovation ability of industrial enterprises,and improve the innovation system of industrial enterprises.
