黄河流域生态福利绩效时空演变及驱动效应研究 被引量:1

摘要 运用非期望产出Super-SBM模型,采用熵值法,对黄河流域九省区2009—2019年生态福利绩效的时空差异进行实证研究,并通过莫兰指数、空间计量模型对生态福利绩效进行空间驱动效应分析。结果表明:考察期内黄河流域九省区生态福利绩效总体水平不高,在时序变化上呈现“W”型;在空间格局上呈现“下游最高、中游次之、上游最差”的态势,且存在显著的正向空间集聚特征;产业结构、环境规制、经济外向性、城镇化水平和城市人口密度是影响黄河流域生态福利绩效的主要因素。据此,九省区应因地制宜制定生态保护和环境治理政策,发挥科技创新对生态环境的提升作用,推动产业结构合理化、高级化,提高城镇人口综合素质,树立生态福利绩效观,促进共同富裕。 Using the super-efficiency SBM model of undesirable output and the entropy method,this paper makes an empirical study on the spatial-temporal differences of ecological welfare performance in the nine provinces of Yellow River Basin during 2009-2019,and analyzes the spatial driving effect of ecological welfare performance through the Moran index and spatial econometric model. The results show that the overall ecological welfare performance of the nine provinces in the Yellow River basin is not high during the investigation period,and show a“W”shape in the temporal variation;in terms of spatial pattern,“the lower reaches are the highest,the middle reaches the second,and the upper the worst”,and there is a signification positive spatial agglomeration;and industrial structure,environmental regulation,economic extroversion,urbanization level and urban population density are the main factors affecting the ecological welfare performance of the Yellow River Basin. Therefore,the nine provinces and autonomous regions should formulate ecological protection and environmental governance policies in light of local conditions,give full play to the role of scientific and technological innovation in improving the ecological environment,promote the rationalization and upgrading of industrial structure,improve the overall quality of urban population,establish a performance concept of ecological welfare,and promote common prosperity.
