摘要
中共十八大以来,我国提出了建设“美丽中国”的战略构想,也出台了相应的政策法规加强对生态环境的保护。然而,我国目前仍然存在大量的生态环境问题,例如,环境污染、水土流失、森林覆盖率下降等等,这些问题制约着我国经济社会的发展。对于生态环境的治理,仅仅依靠人们的道德修养是远远不够的,还必须依靠法律进行有效规制,法律治理是生态环境治理的关键一环。本文从我国目前的生态环境问题出发,以法律的视角对上述问题进行分析研究,探索符合我国国情的生态环境治理新路径。
Since the 18th National Congress of the Communist Party of China(CPC),China has put forward the strategic concept of building a"beautiful China"and issued corresponding policies and regulations to strengthen the protection of the ecological environment.However,there are still a lot of ecological and environmental problems in China,such as environmental pollution,water and soil loss,forest coverage decline,etc.These problems restrict the economic and social development of China.For the governance of the ecological environment,it is far from enough to rely only on people's moral cultivation.It must also rely on laws for effective regulation.Legal governance is a key link in the governance of the ecological environment.This paper starts from the current ecological environment problems in China,analyzes and studies the above problems from the legal perspective,and explores a new path for ecological environment governance that conforms to China's national conditions.
