摘要
贵州基层治理中民众主体作用难以发挥,协商结果难以落实,协商过程有待完善。为了破解难题,贵州省黔西市进行了积极的基层治理协商民主的实践创新,明确协商主体,发挥党政主导优势;建立协商机构,创新协商民主途径;确定协商程序,保证协商民主的规范性。贵州基层治理协商民主还存在发展空间,对此还应提升民众参与的能力与意识,推动基层协商民主的规范化与制度化,拓宽参与基层协商民主的渠道与途径。
It is difficult to play the role of the people in grassroots governance in Guizhou,the results of the consultation are difficult to implement,and the consultation process needs to be improved.In order to solve the problem,the Qianxi City in Guizhou Province has carried out active practical innovation of consultative democracy at the grassroots level.For example,clarify the main body of consultation,and give full play to the leading advantages of the party and government;Establish consultative bodies and innovate democratic approaches to consultation;Determine consultation procedures to ensure the normativity of consultative democracy.There is still room for development of consultative democracy at the grassroots level in Guizhou.In this regard,it is necessary to enhance the ability and awareness of public participation,promote the standardization and institutionalization of grassroots consultative democracy,and broaden the channels and channels for participating in grassroots consultative democracy.
