摘要
在终身教育理念指导下发展社区教育,有利于构建服务全民终身学习的教育体系,促进“终身学习型社区”的建设,推动“终身学习文化”的形成,推进个体生命整全性的实现。当前,我国社区教育面临着理念认识不深、定位模糊、管理机制未对接并轨、课程与师资的特色性、专业性与稳定性欠缺、城乡社区教育发展“求同去异”、实验区和示范区多而不均、监督与评估机制尚不完善、理论研究与教育实践脱节八大问题。为推动社区教育的终身、可持续发展,需洞彻并践行终身教育和终身学习理念,厘清社区教育的定位,实现“自上而下”和“自下而上”对接并轨,加强“学研员”“导学员”“终身教育师”队伍建设,以历史性、系统性、主体性、差异性思维促进城乡社区教育发展,推进社区教育实验区和示范区的均衡化和协同化建设,进一步完善社区教育的监督与评估机制,以社区教育学学科建设为抓手深化社区教育理论研究。
The development of community education under the guidance of the concept of lifelong education is conducive to building an education system that serves lifelong learning for all people, promoting the construction of“lifelong learning communities”, promoting the formation of“lifelong learning culture”, and advancing the realization of the integrity of individual life. At present, China’s community education is facing eight major problems: poor understanding of the concept, vague positioning,lack of management mechanism, lack of characteristics, professionalism and stability of curriculum and teachers, lack of commonality in the development of community education in urban and rural areas,uneven number of experimental areas and demonstration areas, imperfect supervision and evaluation mechanism, and disconnection between theoretical research and educational practice. In order to promote the lifelong and sustainable development of community education, it is necessary to understand and practice the concept of lifelong education and lifelong learning, clarify the positioning of community education, realize the convergence of“top-down”and“bottom-up”, and strengthen construction of a team of“learning researchers”,“instructors”and“lifelong educators”, promoting the development of urban and rural community education with historical, systematic, subjective and differential thinking,promoting the balanced and coordinated construction of community education experimental zones and demonstration zones. In addition, we should further improve the supervision and evaluation mechanism of community education, and deepen the theoretical research of community education with the construction of community pedagogy as a grip.
