摘要
管理体制的制度变迁和社区治理机制实践,构成农民集中居住区的组织形态,反映了农民集中居住区治理主体及其权责关系。当前针对农民集中居住后的“村改居”“撤村并居”管理体制改革制度设计,在实践中形成多元化的管理模式。但是,受集中居住安置方式差异的影响,不同管理模式中制度设计遭遇的社区结构有所差异。在农民集中居住区治理事务的刺激下,管理体制以重构权责关系的形式因地制宜形成不同的治理机制,包括属地管理模式、管委会模式与第三方托管模式。农民集中居住区治理机制的权责关系重塑实践,以地域空间为对象形成治理单元再造、治理力量统合、治理事务分流的治理格局,建构起基层政府治理能力。
The institutional changes of management system and the practice of community governance mechanism constitute the organizational form of centralized farmers′settlements,which reflects the governance subjects of centralized farmers′settlements and their power and responsibility relations.Targeting at the current system design for the reform of the management system of“villages change into residence”and“village withdrawal and merging into residence”after the centralization of farmers′residence,there has appeared diversified management models in practice.However,influenced by differences in centralized residential placement,the community structure encountered by the system design in different management models varies.Under the stimulation of the governance affairs of the centralized farmers′settlements,the management system has formed different governance mechanisms in the form of reconstructing the power and responsibility relationship according to local conditions,including the local management model,the management committee model and the third party trustee model.The practice of reshaping the power responsibility relationship in the governance mechanism of farmers′concentrated residential areas,forming the governance pattern of reengineering the governance unit,unifying the governance forces and diverting the governance affairs with the geographical space as the object of governance,constructing the governance capacity of the grassroots government.
