摘要
保证国家安全是头等大事。推进国家安全体系现代化是维护和塑造国家安全的关键之举和重要任务,是贯彻落实总体国家安全观的基本要求。新中国成立至今,中国国家安全体系经历了传统型国家安全体系、过渡性国家安全体系、现代型国家安全体系三个阶段。从中国国家安全体系现代化的领导、理念、内容、目标与支撑五个维度出发,剖析中国国家安全体系现代化的基本内涵,归纳提出中国国家安全体系现代化的基本路径,即国家安全体系的总体化、统筹化、科学化、专业化、数智化、法治化与社会化。
Ensuringour national security is our top priority. Promoting the modernization of the national security system is a key move and an important task to maintain and shape national security, and a basic requirement for implementing the overall national security concept. Since the founding of New China, China’s national security system has undergone three stages: traditional national security system, transitional national security system and modern national security system. Starting from the five dimensions of leadership, concept, content, goal and support of China’s national security system modernization, this paper analyzes the basic connotation of China’s national security system modernization, and summarizes and puts forward the basic path of China’s national security system modernization, that is, the national security system should be planned as a whole and co-ordinated, and be scientific and professional, digitalized and intelligent, as well as ruled by the state laws, and participated by the whole society.
