摘要
习近平总书记在第五次中央民族工作会议上提出“按照增进共同性的方向改进民族工作”“正确把握共同性和差异性的关系”的重要原创性论断,为创新做好新时代党的民族工作提供了科学指南。我国民族区域自治制度是基于“和合”的共同性理念的中国特色制度安排,具有差异中的一致性、多样中的统一性的核心内涵。新时代,各民族共同性因素增多处于主导地位,中华民族共同体建设是我国民族关系发展的主流态势。我国民族区域自治在实施过程中集中展现了在差异中增进一致的趋势。因此,必须按照增进共同性的方向坚持和完善民族区域自治制度,从增进各民族发展的协同性、各民族政治生活的民主性、各民族文化的同根性、各民族社会的互嵌性、各民族政策扶持的整体性、各民族干部履职的同责性等方面着手。
At the Fifth Central Ethnic Work Conference, General Secretary Xi Jinping put forward the important original judgment of “improving ethnic work in accordance with the direction of enhancing commonality”,which provided a scientific guide for the party’s ethnic work in the new era.The system of regional ethnic autonomy in China is an institutional arrangement with Chinese characteristics based on the common concept of “harmony” and has the core connotation of consistency in differences and unity in diversity.In the new era, the increase of common factors among all ethnic groups is in a dominant position, and the construction of the Chinese ethnic community is the mainstream trend in the development of ethnic relations in China.It has shown a tendency to increase consistency among differences.Therefore, it is necessary to uphold and improve the system of regional ethnic autonomy in the direction of enhancing commonality.In order to achieve this goal, several aspects such as enhancing the synergy of the development of all ethnic groups, increasing democratic nature of the political life of all ethnic groups, promoting the homogeneity of the cultures of all ethnic groups, improving the inter-embeddedness of the societies of all ethnic groups, keeping the integrity of ethnic policy support and leveling the responsibility of cadres of all ethnic groups in performing their duties should be taken into consideration.
