摘要
区域内部发展失衡正在成为中国发展不平衡和不充分的主要矛盾之一。区域内部发展不平衡首先表现为区域内部经济发展不平衡,继而是社会发展全方位的差距拉大。为构建从失衡走向平衡的区域内部发展路径,从区域内部经济发展失衡、社会发展失衡和发展失衡阶段性等特点剖析了区域内部发展失衡问题,并从人口和经济要素缺乏流动性、中小城市发展困境及区域发展战略推动三方面深入阐释了区域内部发展失衡的原因。与协同发展的传统思路和在集聚中实现区域间平衡发展的思路不同,主张在集聚过程中重点关注发展质量协同的区域内部平衡发展路径,具体在实现人口和经济要素自由流动、探索中小城市建设经验、实施区域内部平衡发展战略和改变政府发展导向等方面提出了相关建议。
The imbalance of regional internal development is becoming one of the main contradictions of China’s unbalanced and insufficient development.The imbalance of regional internal development is firstly manifested as the imbalance of regional internal economic development,and then the widening of the overall gap of social development.In order to build a path of regional internal development from imbalance to balance,the paper analyzes the imbalance of regional internal development from the characteristics of regional internal economic development imbalance,social development imbalance and development imbalance in stages.And it further explains the reasons for the imbalance of regional internal development from three aspects:the lack of mobility of population and economic factors,the development difficulties of small and medium-sized cities,and the promotion of regional development strategies.Different from the traditional idea of coordinated development and the idea of achieving balanced development among regions in the process of agglomeration,it is proposed to focus on the balanced development path within the region with coordinated development quality in the process of agglomeration,and specifically put forward relevant suggestions in realizing the free flow of population and economic factors,exploring the experience of small and medium-sized city construction,implementing the balanced development strategy within the region and changing the government’s development orientation.
